This question goes to all rated players.

1) How many times you need to beat a rated player in order to get a rating (becoming rated player from unrated one)?

2) Does beating him once is enough to have a rating?

3) What happens if you can't beat rated players, but perform well in beating with other unrated players? Won't you ever get a rating?

I checked the link for unrated ones, in the "NOTE" it is written: "Note: If an unrated player scores less than one point in the first event, his score and that of his opponents against him are disregarded."

I scored 4 points in my 1st tournament but with win against all unrated (first 2 opponents were rated and i lost to them). So does it count?

P.S: I take an example, http://ratings.fide.com/individual_calculations.phtml?idnumber=25040227&rating_period=2010-05-01 this player has won match against rated player, then how come he is still unrated?

In order to get your rating, you must play at least 9 games against rated player. The minimum games per tournament must be three and you need to achieve at least one point otherwise those games are disregarded. The games against unrated player don't count. Your new elo will be the average of your rated opponents if you score is half of the possible points. If your score is higher then add 12.5 per 0.5 point to the average. If your score is below the half of the possible points your new elo will be your performance, that is it you need to look your new rating in the elo tables.
As it is a bit difficult here goes an example:
Imagine you played against 9 players which elo average is 2000.
If you scored 4.5 your new rating would be 2000.
if you scored 5 your new rating would be 2013 (2012.5 rounded up)
If you scored 5.5 it would be 2025
if you scored below 4.5 then the tables would tell the new rating and would be much worst than 2000, sometimes 200 or 300 points less. Here you get penalised.
